Create an application

Applicant Contacts can create new SPEAR applications for a number of application types, including planning permit, certification and other survey-based dealings lodged with Land Use Victoria. All supporting documents are attached from the Details screen following creation of the application.

Steps

You will need to complete the following steps to create a new application:

• Click on 'Create New Application' at the top right of the Application List screen.
• Select the required 'Application Type' from the drop-down list and click the 'select' button.
• If creating an ePlan application, use the 'select ePlan' button after choosing the 'Application Type'. Further information on selecting an ePlan can be found here.

Planning Permit and Certification Enter your applicant reference number if applicable. For certification only applications, indicate the planning permit requirement for this application. Enter the relevant reference number for the permit if prompted. Select your preferred search method from 'map search' or 'text search'. When selecting 'map search' the Map Based Parcel Search window will appear. Select your preferred search option and enter the required parcel details. If multiple results are returned, you will be required to select the checkbox against the relevant address then click 'next'. Once located, click 'Select Parcel' and click on the required parcel(s) highlighted in purple. Click 'Complete Selection' to return to SPEAR. NOTE: When searching for a parcel in a multi-level building, multiple results will appear on the left. Check the required parcel(s) before clicking 'Complete Selection'. When selecting 'text search' a pop-up window will appear. Select your preferred search option, enter the required parcel details and click 'search'. SPEAR will perform a database search to confirm the address. If your application address or parcel has been returned from the database, select the checkbox and click 'Add to Application'. You can perform additional searches and add multiple parcels to your application if required. For applications containing a certification component, select the relevant Subdivision Act section and dealing type from the drop-down lists. Depending on the dealing type selected, a range of fields will be required. This may include the plan number, stage number, number of lots and number of new owners corporations. For applications containing a planning permit component, indicate if the application is a VicSmart application and enter further details of your application, including the proposal description, estimated cost of development, existing conditions and encumbrance information. Select the Applicant Contact  within your organisation from the drop-down list. Click 'Add Applicant' and a pop-up window will appear. Enter the appropriate information in the fields provided and click 'add to application'. Alternatively, click 'Applicant is the same as the Applicant Contact' to copy the previous details if applicable. Click 'Add Owner' and a pop-up window will appear. Enter the appropriate information in the fields provided and click 'add to application'. Alternatively, click 'Owner is the same as the Applicant Contact' or 'Owner is the same as the Applicant' to copy the previous details if applicable. Click 'save' to check for any errors on the application. If no errors exist, click 'save and close' button to complete your application and open the Details screen.   Application under the Transfer of Land Act, Local Government Act and 'other' application types Enter your applicant reference number if applicable. Perform a 'map search' or 'text search' as per steps 4-5 in Planning Permit and Certification, above. Select the relevant dealing type from the drop-down list. Select the Applicant Contact person within your organisation from the drop-down list. Click 'Add Applicant' and a pop-up window will appear. Enter the appropriate information in the fields provided and click 'add to application'. Alternatively, click 'Applicant is the same as the Applicant Contact' to copy the previous details if applicable. Click 'save' to check for any errors on the application. If no errors exist, click 'save and close' button to complete your application and open the Details screen.   Boundary Plan Enter your applicant reference number if applicable. Perform a 'map search' or 'text search' as per steps 4-5 in Planning Permit and Certification, above. Select the Applicant Contact  within your organisation from the drop-down list. For applicants that are enabled to lodge electronically, select whether the application will be submitted for lodgment via SPEAR (preferred) or paper. For applications to be lodged via paper, you will be prompted to add applicant details. Click 'Add applicant' and a pop-up window will appear. Enter the appropriate information in the fields provided and click 'add to application'. Alternatively, click 'Applicant is the same as the Applicant Contact' to copy the previous details if applicable. Click 'save' to check for any errors on the application. If no errors exist, click 'save and close' to complete your application and open the Details screen.   Plan of Crown Allotment Enter your applicant reference number if applicable. Perform a 'map search' or 'text search' as per steps 4-5 in Planning Permit and Certification, above. Indicate whether a Plan of Crown Allotment or Title Plan is required for this application. Enter the new OP, TP and Crown Allotment numbers if known, and describe the proposal. Select the Applicant Contact  within your organisation from the drop-down list. Click 'Add Applicant' and a pop-up window will appear. Enter the appropriate information in the fields provided and click 'add to application'. Alternatively, click 'Applicant is the same as the Applicant Contact' to copy the previous details if applicable. Click 'Add Client' and a pop-up window will appear. Enter the appropriate information in the fields provided and click 'add to application'. Enter the client’s details, including any reference number provided by the client, and click the ‘add to application’ button. Click 'save' to check for any errors on the application. If no errors exist, click 'save and close' button to complete your application and open the Details screen.   Notice of Re-Establishment Browse and attach the Notice of Re-Establishment plan. Enter your applicant reference number if applicable. Select your preferred search option from the ‘Search by’ drop-down list and enter details of the parcel you wish to add to your application. Click 'save' to check for any errors on the application. If no errors exist, click 'save and close' button to complete your application and open the Details screen.   Transport Survey Plan Enter your applicant reference number if applicable. Enter the job number provided by the Transport Survey Plan Authority. Perform a 'map search' or 'text search' as per steps 4-5 in Planning Permit and Certification, above. Select the Applicant Contact within your organisation from the drop-down list. Click 'Add Applicant' and a pop-up window will appear. Enter the appropriate information in the fields provided and click 'add to application'. Alternatively, click 'Applicant is the same as the Applicant Contact' to copy the previous details if applicable. Click 'Add Client' and a pop-up window will appear. Select a client from the 'Choose Client' drop-down list or enter the appropriate information in the fields provided, including any reference number provided by the client. Click the 'add to application' button. Click 'save' to check for any errors on the application. If no errors exist, click 'save and close' button to complete your application and open the Details screen.

NOTE: You can save your application's progress by clicking the 'save' button at any stage. Any errors or omissions will be highlighted and must be fixed prior to authentication of the document.
